An organisation that asks foreign residents to trust it, in a country where they are already unsure whom to trust, has to go first.

So this page tells you everything: who runs ExpatVoice, who pays for it, what else the founder does, and what we will never do with your data. We publish it because you would eventually find it out anyway, and because a civic initiative that waits to be asked about its founder's commercial interests deserves the suspicion it gets.

Who is behind ExpatVoice

ExpatVoice was founded and is run by Cristiano Blanco, an Italian who has lived in Malta since 2017. He is a foreign resident of Malta, like the people this initiative exists for.

ExpatVoice is not yet a legal entity. An application to establish it as a Voluntary Organisation under the Voluntary Organisations Act (Chapter 492 of the Laws of Malta) is in progress. Once enrolled with the Commissioner for Voluntary Organisations, ExpatVoice will be governed by a committee and owned by its community, not by any individual, including its founder.

Who pays for it

Nobody but the founder.

As of 12 July 2026, ExpatVoice is entirely self-funded by Cristiano Blanco, personally.

Total external funding received to date: €0.

No donors. No sponsors. No grants. No partners. No political backers. No institutional funding. No corporate money.

If that ever changes, this page changes first, with the name of every funder and the amount, before the money is used.

The founder's other work, every single thing, in full

This is the part most organisations leave out. We are putting all of it here, by name.

Cristiano Blanco is a professional journalist and an entrepreneur. Alongside ExpatVoice, he is:

An iGaming company based in Malta. This is the founder's professional occupation.

SpinCore Group has no role in ExpatVoice. It does not own it, operate it, or influence what it publishes.
SpinCore Group has no access to any ExpatVoice data, and never will.
ExpatVoice takes no position on gambling policy or gaming regulation in Malta, and will not campaign on any issue affecting the sector.
Like any other supporter, if it ever contributes financially, it will be named on this page with the amount, before the money is used, and it will have no influence over what we publish, and no access to anyone's data. Our funding rules apply to everyone.

🏢 Director and shareholder of The Dell Ltd

VAT MT31423036, a Maltese company active in consultancy, corporate shareholdings, and the ownership of websites and online businesses.

The Dell Ltd has no role in ExpatVoice. It does not own it, fund it, operate it or benefit from it. It has no access to ExpatVoice data and never will.

🌍 Founder of ResidenteAllEstero.com

An Italian-language commercial media portal for Italians living abroad, covering AIRE registration, taxation, consular bureaucracy, healthcare, and voting from abroad. It is funded by advertising.

This is the disclosure that matters most, because it is the closest to what ExpatVoice does. Both are about people living outside their home country. Both cover residency, bureaucracy and voting. One is a commercial, ad-funded media business. The other is this, a non-commercial civic initiative in Malta.

So we are drawing the line explicitly, and permanently:

ExpatVoice and ResidenteAllEstero.com are, and will remain, entirely separate.
❌ No data is shared between them. Not a name, not an email, not a report. Not ever.
❌ ExpatVoice subscribers, members and reporters will never receive any communication relating to ResidenteAllEstero.com, or to any other project of the founder.
❌ No content is cross-posted, syndicated or repurposed between them.
❌ ExpatVoice does not send traffic to it, promote it, or benefit commercially from it in any way.
❌ ResidenteAllEstero.com has no editorial influence over ExpatVoice, and no role in what we publish or campaign for.

An AI-based CV and career tool. It has no role in ExpatVoice, no access to ExpatVoice data, and no commercial relationship with it.

Why we are telling you all this

Because you deserve to be able to make up your own mind, with the full picture, rather than discovering half of it later and wondering what else we left out.

You may look at the list above and decide to trust ExpatVoice less. That is a legitimate conclusion, and we would rather you reach it with accurate information than reach the opposite conclusion with incomplete information.

What we would ask is that you judge us on what we actually do: on whether our guides are accurate and sourced, on whether we ever misuse your data, and on whether we ever bend a civic position toward a commercial interest. Those are things you can check. This page exists so that you can.

The wall around your data, permanent

ExpatVoice will never sell, rent, share or use the personal data of its members, subscribers or reporters for commercial purposes, third-party marketing, or lead generation.
This commitment is permanent. It survives any change of legal form, any change of leadership, and any transfer of this project to another entity. If a future ExpatVoice ever breaks this promise, it is no longer ExpatVoice.

And we have built this into the technology, not just the policy:

Issue reports are encrypted in your browser before they ever reach us. The key that decrypts them exists on no server. Our hosting provider cannot read them. Its AI tools cannot read them. Its infrastructure suppliers cannot read them. If our database were stolen tomorrow, the thief would get nothing but noise.

We could not sell your data even if we wanted to. And neither could anyone who took this project from us. That is the point.

Our funding rules

ExpatVoice is currently self-funded by its founder. Total external funding to date: €0.

We do not accept money from:

❌ Political parties, candidates, or organisations affiliated with them. ExpatVoice is non-partisan. Party money would compromise the one thing that makes this initiative legitimate.
❌ Foreign governments and their agencies. We help foreign residents understand their rights in Malta. That work must never be, or appear to be, directed from outside the country.

Beyond these, we are open to support

From individuals, companies, foundations, institutions and EU programmes, under three conditions that apply to everyone, without exception:

✅ Every supporter is named on this page, with the amount, before the money is used.
✅ No supporter has any influence over what we publish, what we campaign for, or what we say. Our Editorial & Accuracy Policy is not for sale.
✅ No supporter ever gets access to your personal data. Not a name, not an email, not a report. That wall is permanent and survives any change of ownership.

Any advertising, sponsorship or affiliate link on this site will be clearly labelled where it appears, and named here.

If a supporter ever asks us to soften a guide, drop a campaign, or hand over data, we give the money back, and we say so publicly, on this page.

How we might fund ourselves in future, declared in advance

We would rather tell you now than surprise you later.

ExpatVoice may in future carry advertising, sponsorships or affiliate links on this website. If we ever do:

✅ every such link or placement will be clearly labelled where it appears;
✅ every commercial relationship will be named on this page;
✅ it will never influence our guides, our reporting, or our civic positions;
✅ it will never involve your personal data, no data, no lists, no leads, no introductions. Not ever;
❌ we will not accept commercial relationships with political parties or foreign governments (see our funding rules above);
❌ we will not carry advertising for, or affiliate links to, any business owned by the founder.

As of today: ExpatVoice carries no advertising, no sponsorship and no affiliate links.

Political independence

ExpatVoice is independent and non-partisan.

We are not affiliated with, funded by, or aligned to any political party, candidate or political movement.

We take positions on issues, never on parties. Where a proposal, a law or an initiative would advance the rights of foreign residents in Malta, we will say so publicly and we will engage with it, whoever is proposing it. We will work with anyone who is working on the same thing, and we will criticise anyone who is working against it, regardless of their politics.

Our rule is simple: whatever we do for one party, we will do for any other, on the same terms. We do not lend our name, our logo or our community to any party's campaign, but we will always show up where the rights of foreign residents are being discussed.

How we write our guides

We use AI to draft, and we do not use AI to decide what is true. Every factual claim is traced to an official source before publication, and we publish our corrections openly. See our Editorial & Accuracy Policy.
